well, it is possible that when you grow older, you may be able to pull the foreskin back
or it may never happen
i suggest that you wait until after 18 or after 21 when you are completed with the puberty, then you can see if you still have the same problem
if you still can't pull the skin all the way back, you can consider surgery

Fortunately there are many ways to deal with phimosis. At your age it might be normal (though very uncommon) as some guys have phimosis till they're practically done with puberty. Then it kind of spontaneously goes away.
If you can't wait that long there are things you can do. The first think to try are stretching exercises. The first link provides really good and detailed instructions on what to do. Just do the exercises for a few minutes each day for a few weeks to a month. It's also best to do it right after a shower/bath when the skin's most flexible.
If after a month and that doesn't seem to work, ask a doctor about certain creams. In one study, these creams are the most cost-effective treatment a doctor can prescribe (link 2). These creams can take up to a month to get the full effect, but combining them with stretching exercises can speed things up a little.
Lastly, if after another month of little/no progress and worse comes to worst, you can consider surgical options. Know that this doesn't necessarily mean circumcision, as there are options that are cheaper, remove little/no foreskin, are less painful, and have a quicker recovery time (link 3). Regardless, any surgery should be a last resort, and the stretching exercises and/or creams work in the vast majority of the time.
Again, even if you have phimosis, there's nothing to really worry about at your age. It might resolve itself normally, but if you can't wait, you can try the treatments above. See the remaining links for more info and good luck with whatever you try.

relax.
even if you have phimosis, it is not a big deal and it is easily fixed.
you will soon learn that not every guy looks the same. some have a lot of foreskin, some have none.
some guys go through their lives with the foreskin fully covering the penis, even when erect. it wont hurt you.
i wouldnt want to leave it that way, but thats just me. sex has to better and it has got to be easier to clean. but it wont hurt you to leave it that way.
slowing, i said slowly, stretching the foreskin will fix it.

and, do you understand how far the foreskin is supposed to be pulled back ?
because you are 13, and we all had strange ideas of what was normal at that age, let me just make sure you know what you are talking about.
a guy is born with skin that covers the head of the penis, he can pull the skin back to expose the head. phimosis means the foreskin wont fit over the head.
some parents have the foreskin removed at birth, the head is always exposed.
and some men are somewhere in between. foreskin doesnt fully cover the head and it can be pulled back, or forward over the head.

You could keep trying to pull it backevery day, OR, Get Circumcised. If you don't pull it back or it won't work, Get Circumsied. it's less embarassing at ayoung age so pull it back or get circumcised NOW!
