Run Internet Explorer with no add-ons installed
Start - All Programs -Accessories -Systems Tools - Click on “Run Internet Explorer (no add-ons)” If IE runs OK you have one or more bad add-ons.
In IE tools - Programs - Click on “Manage Add-ons”. Disable all add-ons then restart. Enable one add-on and restart. If ok enable another ad-on. Repeat until you find the add-on(s) that are causing the problem.
If this does not work you may need to reinstall IE7, uninstall IE7 with Ad/Remove programs. This will take you back to IE6.
Run Windows Live OneCare “Full Service Scan”
Reboot.
Reinstall IE7

Do you notice any difference if you use a different browser? If not, do a speed test on your DSL Line. It might surprise you that providers not always deliver speed as promised.
http://www.speedtest.net is a good graphical one.
If your DSL line gives you below 720 or below for download I would suggest you look for a new provider.
Depending how much you pay check new options like FIOS from Verizon. They offer 5,000/2,2000 for about $40.
If they had the service on my area I would already had switched, but sadly they don't.
Check ATT. I forgot the name of the service, but it is the one that is can offer Internet TV. I think it compares to Verizon FIOS.
Finally, switching tabs, is the problem when you first open the page or just when you switch between tabs that have already completed the download of the page?
If so, you probably have a RAM memory shortage. Try to increase the page file first. Check virus/malware/spyware/rootkits/defrag
If you can, increase the RAM memory next.
Cheers!

I would honestly recommend switching to a lighter browser like Firefox.
Internet Explorer in my opinion is a bloated, slow web browser that just opens the gate for spyware/adware to infect your system. The reason why you are more prone to spyware/adware with IE is that it's tied into Windows so much that Malware programmers exploit these backdoor avenues into your system.
I use Firefox on my Mac and used Firefox back when I had my PC. It ran faster, didn't crash and you can add skins & extensions to make the browser look cool and do pretty much anything you can imagine.
Good luck.

a few things u can do:
Tools/ Internet Options/ General tab
under Browsing History - click Delete once that is done, go to Setting under Browsing History and Select and check "automatically"
This process deletes Temporary internet files( pictures, web pages, passwords, etc) which your computer automatically saves until they are deleted.
In the same General Tab
under Tabs - click Settings and make sure that "Enable Quick Tabs" is selected.
