Have you ever heard about good sleep hygienics? Seriously... I see a sleep disorder doctor.
If possible, move the TV out of your bedroom. Don't watch TV in bed, read in bed, etc. The only two things that your bed should be used for is sex & sleeping.
Give yourself 20 minutes to fall asleep. If you just can't, get up, do something relaxing - don't watch TV or turn on any bright lights, after the 20 minutes, try going back to bed again. This may take two or three times at first.
Also, no caffeine or alchohol after 5:00 p.m. No water after 7:00 p.m.
There are many other things you can do to ensure a goods night sleep. These are some basic information that I've picked up from my own doctor.

Since serving in the Navy, I'm pretty sure I can sleep in a lot of crazy environments. As long as my body is supported (not flexing any muscles to support myself, like pushup position, or hanging from a pull up bar etc.) the ONLY thing I need to do is close my eyes, and I CAN and WILL fall asleep. I guess I learned it in the service. You catch sleep, real R.E.M. sleep whenever possible. I have read that it takes a certain amount of minutes to shift into R.E.M. sleep (roughly 40). But I have experienced dreaming during a ten minute cat nap. Since dreaming only happens in R.E.M. sleep, I must have achieved this state in roughly 9 minutes.

Ever since I was a little girl I was taught to pray before I went to bed. And now that I'm older, I have difficulty sleeping if I dont pray beforehand. Other than that, I can fall asleep pretty easily.

I take a warm lavender or vanilla scented bath. I masturbate. Then I turn on some bossa nova and sip warm milk. If I'm lucky I can fall asleep for up to 4 hours that way.

sometimes just lay back and relax.
I have a hypnosis recording on my ipod that puts me right to sleep (it's probably not supposed to put me THAT far under, but it does so i use it for that).
It works like a charm, unless I'm not actually tired, in which case I shouldn't be trying to fall asleep anyway.

Have my bed made. Turn a fan on. (i like white noise) Have my pillows situated like i like them (get comfortable). Not necesserily all of the above at any given time. BUT the most important is..... be tired...
