I choose Deadshot.
A very underrated character, Deadshot has a cool motif, and an interesting set of motivations and personality quirks.
His time in the Suicide Squad, and much later, the Secret Six, did a lot to expand his personality and background (also his mini-series).
He wasn't so much insane (like many of Batmans' villains), but he was menacing, and dangerous for all that he lacked in mania.

I would say that my favorite would have to be the Riddler,because whenever the dynamic duo had to go up against him they got to show off the fact that they had brains as well as brawn!
