"Good at Algebra"? I placed first in my state on the Algebra II Test of Scholastic Achievement... almost 30 years ago. Does that count?

2. b, presuming the "2" means "squared".
(2x+3)(2x+3) =
(2x)(2x) + (2x)(3) + (3)(2x) + (3)(3) =
4x^2 + 6x + 6x + 9 =
4x^2 + 12x + 9

3P2 = pick two out of three. The first pick has three possibilities, and the second pick has two (remaining) possibilities. 3*2 = 6. (This is tough, because 3C2 -- "combinations for 2 of 3" -- is 3. In "pick" the ordering of the picks matters -- picking A then B is counted separately from picking B then A -- and in "combinations" it does not.)

A geometric series is one that has the same ratio between any pair of adjacent terms. In this case the ratio is 1/2 (each subsequent term is one-half the previous).
