dont get circumsized what ever you do. what a lot of these people dont tell you about getting it done it that it can cause infections. also it will cause your penis to be less sensitive, have a huge scar line around it and will feel a lot less as nice during sex and masturbation. I am 35 yo and still have a natural penis and have never had a problem. all you need to do is slowly stretch the skin back a little more each day and it will work soon enough.
For those who say it should be removed so you dont have any problems, should we remove all womens breasts so they wont get breast cancel, maybe remove everbodys apendix incase they have a problem? where do we stop. your foreskin is there for a reason. leave it to do its job of protecting your penis

You seem to have a condition called phimosis, where the foreskin opening is too tight/narrow for it to retracted fully and easily to expose the entire glans (penis head). Though this is a problem, there are many ways to deal with phimosis.
The first think to try are stretching exercises. The first link provides really good and detailed instructions on what to do. Just do the exercises for a few minutes each day for a few weeks to a month. It's also best to do it right after a shower/bath when the skin's most flexible.
If after a month and that doesn't seem to work, ask a doctor about certain creams. In one study, these creams are the most cost-effective treatment a doctor can prescribe (link 2). These creams can take up to a month to get the full effect, but combining them with stretching exercises can speed things up a little.
Lastly, if after another month of little/no progress and worse comes to worst, you can consider surgical options. Know that this doesn't necessarily mean circumcision, as there are options that are cheaper, remove little/no foreskin, are less painful, and have a quicker recovery time (link 3). Regardless, any surgery should be a last resort, and the stretching exercises and/or creams work in the vast majority of the time.
So even if you have phimosis, there's nothing to really worry about. You can try the treatments above and hopefully you can resolve it without having to see a doctor. See the remaining links for more info and good luck with whatever you try.

I assume you mean that you cannot retract your foreskin -- that your penis is hidden under it. This is a condition called "phimosis". If your foreskin is always retracted, so that it never covers the head of the penis, this is "paraphimosis".
Phimosis is not a medical emergency, but it is not normal in teenagers or adults. It can lead to problems such as pain, infection, difficulty urinating or having sex. It can also lead to paraphimosis.
Paraphimosis is a medical emergency. If the foreskin is retracted and cannot be pulled over the head of the penis, the head can lose its blood supply and die. You would not want this to happen.
You should see your doctor who can refer you to a urologist. Some medicines (steroid creams, for example) can be applied to the foreskin to help this problem. Traditionally, however, circumcision (the surgical removal of the foreskin) is the standard treatment. Alternatively, a simpler procedure can be used to help loosen the foreskin, allowing for retraction.
See a doctor soon, so that you can have this problem corrected. Phimosis can lead to paraphimosis, and if this happens, you should go immediately to the emergency room, or you might lose part of your penis!

Some boys can't fully retract until 18 or later. Take a look at the excellent information at http://www.cirp.org/library/treatment/phimosis/ -- just scroll past the stuff about babies.
Sometimes all you need to do is change the way you masturbate: http://www.cirp.org/library/treatment/phimosis/beauge2/ -- this is NOT the same link as above; just the first part is the same.
You do NOT need to be circumcised!!!!!!
