Your ISP assigns you a public IP address. So you have to use what they assign or you can't get to the internet. If you want a different address for the internet.. you need to talk to your ISP.
If you want to change your local IP address just turn off DHCP on your computer and put in whatever local address you want.

log in to your modem with login and select change setting and it will let you only if you know the password or you can call your internet provider
