If in fact that is given as a answer it is a violation because it is not an answer and is in fact asking a question. I see all the time people will even answer with "lol" or "what do you mean?", which again is not giving an answer and is a violation.
If a person doesn't understand the question it is normal behavior to ask for a clarification but again either ask or answer or move to next question.

do I Want to? Often! Would I? probably not, at least not often. If it really were the stupidest question I'd ever heard, probably the person wouldn't be fazed by my snappy retort, besides, it just wouldn't be helpful.

Never. If it is that bad, I just move on to another question.
I would never presume to tell someone that their question was stupid. They might not know how to ask something in an acceptable way, but I am not the judge and jury on that either.

i never do -- i always answer it and i might put in there something about how pointless the question was...
and if i dont find a good purpose for a question... i report it as spam.... i think its stupid for people to waste other peoples time with pointless questions
