You can also check out this page at my site for making miniature trees, bushes, and lots of other things, if you want:
http://glassattic.com/polymer/houses_structures_gingerbread.htm
(... click on the category called Scenery, Landscaping, Trees"...)
Individual plants and flowers, etc., would be on these pages though:
http://glassattic.com/polymer/miniatures.htm
(... click on "Flowers and Leaves"...)
http://glassattic.com/polymer/sculpture.htm
(....also click on "Flowers and Leaves"...just make these as small as you need them, but with the same techniques)
My site mostly deals with using polymer clays (Fimo, Sculpey, Cernit, etc.), but the ideas would be the same for any other "clays."
Or, as mentioned, you can buy some of the materials that are sold at hobby shops (by Woodland Scenics, etc.).... mossy looking stuff in various colors, etc., plus wire and perhaps floral or masking tape, then make them from those materials.
Here's one of the Woodland Scenics' kits for learning to make trees, for example:
....LK953 Trees Kit
Trees Learning Kit teaches modelers how easy it is to make and add trees to their layout. The 18 trees included in kit range from 3/4" to 8" tall.

1/72 is very close to HO-scale (1/87)... so I'd recommend checking out various model railroad products. I've used them in HO, N, 1/72 and 1/35 scale dioramas and projects
I use mostly Woodland Scenics products... they have pre-build trees AND kits (trunks, foliage, turf and adhesives). I've also done twisted wire and putty for trunks and oregano or other herbs for leaves.
Check http://www.woodlandscenics.com Or buy a book on dioramas / model railroading from your local hobby shop.
