like for the uniform would they be like um 5 inches from my hip whats ur if short shorts? thanks

If you are talking about whether or not you can wear a certain type of shorts to school or not then go by the following:
place your arms by your sides. Wherever your middle finger is placed is how long your shorts and skirts must be in order to be "ok" to wear at school.
To me, short shorts are like "hot pants", they come to the bottom of your buttocks! :)

ok...i am not in school any more, so to me short shorts are anything that have 3" or less in seam. That is the measurement from the center of the crotch where all the seams come together, to the bottom of the heam.
I believe most of my friends kids who are in junior high and high school now, must stand with their hands to their sides, and if there shorts are shorter than where the middle finger is then shorts are too short. And that is different on everybody depending on how long your arms are, fingers, etc.
