NOT countRy, but COUNTY. no "R"! Yeah so I reall yneed this for a paper and googles a search engine that tends to take u to all the wrong spots when things get more complicated!

City/town government is referred to as municipal. Government for a county is very much different and often conducted in the 'county seat'. It is kind of difficult to put into words, but the city is structured different than a county, which in turn is structured different than state government . . . then national, etc. However, each can be similar. Each city has different rules, laws, ordinances, etc. The city of Austin has certain laws that I can violate and certain proposals that I can vote for whereas the county of Travis has its own set of proposals. But the City of Austin is also thus effected by the actions of the County of Travis. I know, confusing, but I tried. You will definitely need to find some wikipedia type explanation to help you distinguish the two, but there are significant differences - the city is governed by the mayor, the city council, etc., The county has county commissioners, etc.

It depends. Responsibilities are split up among various governments. However, the states often differ about what goes where.

In New York State, county government has a huge responsibility in the area of social services. Millions of dollars are transferred through that branch. The county also handles some law enforcement duties, taking over from the smaller towns and villages.
