I think that is going to depend on the size of the tank and how many baby convicts you are thinking to put. Using the filter, keep in mind the majority if your bacteria resided in your substrate, is going to help speed it along. There is still going to be a mini cycle that goes on. The population in the filter in most cases isn't going to be big enough to just instantly cycle your tank, but it gives you a live culture of Nitrosomma's and Nitrobaciters to work with. It will speed it up but not make it instantly ready. It would work if you went with only a small amount I think.

Using a filter from an established tank is a great way to instantly cycle your tank, but I'm worried that waiting for 3 days might have starved some of the bacteria. Put the babies in as soon as you can and do frequent water changes for them. They should be okay if you keep an eye on the water quality.

make sure you cover the filter so the baby convicts don't get sucked up!

You should be able to i would do a water change on both tanks switching the water between the two then transfer them. this should acclimatize them better.
