EVERY administration since Machiavelli wrote the Prince(Lord, even since Julius Caesar was captured by pirates) has negotiated with terrorists.

Bush just isn't.... subtle.... enough to keep it under wraps.

This kind of thing is essential to forming a lasting peace. There are no doubt quite a few terrorists who could be persuaded to change their tactics. I am by no means suggesting that we lay down our arms. But it is a good idea to communicate even with your enemies, whenever it can be useful.
