Two separate things.
"Shipping" is the part where it takes eight weeks to get a package from San Francisco to Oakland.
"Handling" is the part where the package gets crushed and left out in the rain.

Handling on Ebay is the cost of packing materials, the trip to the post office and Ebay fees.

You are right, it must be handled first and you are charged for that by the seller. The shipping charge is paid to the carrier. So everyone gets to make money except us, we get screwed.

Handling probably means the "man power" it takes to put it on the truck, train, plane, or whatever to get it shipped to you. Such effort it must take to lift a 1.5 lb object.

I think it's a term related to the early days of international travel. The ocean. Once the ship got to port with your cargo, you had to pay to have it taken off.

They have to handle the item first and put it into a box with the proper wrapping first. (the handling part) Second they put it into a train, plane, or truck and bring it to you. (the shipping part)

"Shipping" is, I would assume, the actual cost of transporting the package (driver's pay, gas, mileage, wear and tear on the vehicle, etc) where "handling" is the actual storage/sorting of the package at the warehouse/sorting office.
I'd agree though with your assessment though.

they have to pay the people who move the boxes around and put them in the trucks and what not. They also have to pay the guy who drives the mail truck.
