Use about a 4 foot piece of hose pipe and a 20 oz or 1 liter soda bottle. Cut the bottom out of the bottle and wedge the hose on the mouth of the bottle. Tape it up with some duct tape and it will get you by until you can get a regular gravel siphon.

You could try a water drainer, like a strainer for noodles put the gravel in that and put water over tope of it. You said you cant buy anything so it doesnt even have to be a strainer, it can just be a piece of plastic with holes in it, as long as you can put the gravel in it and let it soak.

Put your fish in a little fish bowl if you have one as long as they have food and toys they should be fine!

Hope this helped!

You need a gravel vacuum. They are only a dollar or two. You could just use a piece of clean plastic tubing if you have it and use it the same way as a vacuum - be careful to not suck up your fish!

I would get a siphon hose. They have very cheap once in pet stores about $5 a piece. This shouldn't stress you fish out though.
