21 days makes a habit - what I'd do is set aside, say 30 minutes or 2-3 chapters and don't let yourself check email or surf the net for anything til you get finished. Set a timer - soon you won't realize the time has passed and you will lose yourself in whatever it is. I highly recommend you start with something of interest to you.
Remember to reward yourself for good behaviour and punish yourself for bad - add 1 or 2 minutes to your 30 if you fail at the 30 minutes - Keep it interesting

When you get home from work is a bad time because everything is slowing down and reading requires your full attention!
Unless it's a story you are really interested in, you should break up the story or text into smaller blocks and try reading in the morning or during your break at work.
You can read small amounts of text. Just be regular.
Start carrying around your favorite paperbake novel, or reviews or newspaper like your walet and read a little when ever.
And dont lose sleep just to read or catch up!
Acctually! if you find something that your interested in reading, you wont need to worry about making a habit!

Find a comfortable place -- away from distractions. If you have a TV or computer, make sure you are in a room that has none. Pick books you like. Then get a timer AND a big round clock and put the clock in an obvious place. Set the timer for 30 minutes and read. When the time is up, set the timer for seven minutes. That is your break time. when it ends, read another 30 minutes. The big round clock should be in front of you. If you happen to look up while reading and see the clock, imagine that the clock is sayind, "now is a good time to read."

To get myself to read I have to get in the tub and do it. That is the only way I can focus and tune everything else out. Otherwise, I will just do just what you described - I'll surf the net and blow off reading.
Try the tub. It really works. There are things you can buy from Bed, Bath, & Beyond too which hold your book for you in the tub and even have a place to put a drink (like a glass of wine).

First, turn off the TV, cut your surfing time.
Go to bed 20 minutes early with a "fun" book and commit to read for that amount of time only. Short stories fill this need easily. Slowly increase your commitment until you reach your goal. The only way to read more is to actually _do it_. (This does not work with technical journals LOL.)

I'd say that the most important thing is to find a book you really like reading. If you're trying to force yourself to read things that aren't interesting you'll probably find excuses to avoid it. Sometimes, to get myself back in the habit of reading I'll start with something I've read before and know I really like and then keep the habit up with new stuff.

read in the tube car -bus(take one instead of a car )
keep at least two books with you in a small briefcase and read at every oppurtunity and do not wait for the TIME to read it
right now iam reading jeffery archer and a book on sixth sense
