how can i use an IP adress to find out who some one is on myspace

You cant, most IP are assigned from a pool, even static ones are registered by ISP, so you could never really trace them unless its a company who chose to register under their company name/address

You cannot. The IP is assigned to the ISP not the customer. Unless you get a warrant for the ISP's log.
