You can also try a big bucket of cold water....
Without flushing just pour the water into the bowl in a forceful strong stream (quickly). The weight of the water should be enough to blow the clog right out of the pipe.
If it were me having to clear this blockage, I would be using enough buckets of water to make sure that I flushed the paper right out of my HOUSE and into the main sewer to make sure that the toilets don't back up again.
For pity's sake DO NOT USE HOT WATER IN YOUR TOILET BOWL! The toilet is actually a type of glass (porcelain) and will shatter into pieces if you pour hot water into a cold toilet bowl.

Most of the time you can use a plunger, and since water usually dissolves toilet paper it shouldn't be a problem. If that does not work, Home Improvement Centers have a tool called a toilet auger. It is between $10- $30. This tool uses corkscrew effect to clear stoppage.
Good luck

a lot of toilet paper I hope? Boil a pan of water, and pour that in the bowl. Let it set for as long as you can. This will help break up the paper. Them when you plunge, the paper should break apart easily, tha unclog easily

We had this problem with toddlers and eventually invested in both a toilet lock and a long snake. Have had the snake for 25 years and its sure handy to have it every 4 or 5 years when needed. Nothing else quite does the job.

A toilet snake will work, sometimes a hanger with a hook on the end when a snake is not available. If their is water in the bowl a plunger should also work. PS. Make the person who did it do it.

Get a plumbers helper and use it with short rapid strokes to tension the obstruction throughout the time of the "S" catch into the main substantial drain section. Water interior the bowl facilitates to tension the cloth throughout the time of the catch.
