As I was watching those Dateline to catch a predator series. I noticed that one man was a DR. and they caught him in California for soliciting a minor for sex on the internet. He was convicted of a felony and then later they caught him again in another state. He was again working as a DR. Dont they do background checks? Can teachers do this? Can they commit a felony in one state and go to another state to work without anyone knowing of their felony? Does anyone know? I am in school now to be a teacher. I know that California does a background check through the FBI and through California systems. Does every state check nationwide for criminal activity? Do some states only check in their state or their county? Where could I find this information? I think that I would be interested in making it a universal law that every state check nationwide...

That would be totally dependent on what each particular state does. The states have a lot of power when it comes to determining who can and cannot teach. Such a universal law may be perceived as unconstitutional as it may infringe on the rights of states as guaranteed by the tenth amendment, even if it is for the greater good. You would have to check with your state to see what the rules are and how such background checks are conducted.

Police can easily find felony records from other states just by running a III (Triple-I) check through NCIC. Private employers may or may not be able to get certain information on certain types of convictions. What a perspective employer may ask you and what information they are allowed to access varies by state. I am only familiar with the CORI (Criminal Offender Record Information) law of Massachusetts so you would need to check your local laws. I would read the question on the job applications very carefully and always answer truthfully. They may ask if you have been convicted within a certain number of recent years or even be so detailed as to ask questions regarding the types of felonies they are interested in (ie: drugs, sex crimes, violence or larceny)

The problem is that this probably happened AFTER he was given his teachers license. Most states don't have anything in place to screen for after the 1st application.
