My blood parrot fish has a little black on his bottom lip, above his eye and on his hump. Is it a disease?

The Black Spot Disease that you're referring to is only specific to blood parrots.
It's main cause is stress. Stress, of course, can lead to a fungal infection, etc. Some blood parrots have a gene for black spots and some for white. If you look up the information online, you'll see these freckled and marbled blood parrots.
The #1 reason is stress...from either poor water conditions or from a change to his environment. Did you check the water?
If your water parameters are good...if he's not sulking...then you can treat with maracyde for about 5 days. I'd wait for 7 days though with fresh water before adding any medication.

we truthfully decide on some greater info and the size and shape of the spots and the place they are placed on the fish. Many Blood Parrots advance some black streaks and spots as they age, yet to verify upload some info or greater valuable yet a link to a photograph of your fish. MM

Probably not. Those are fairly typical places for blood parrots to develop some color changes as they age. Google images of blood parrots and you'll see various amounts of black on them in lots of different places including the places you mention. See if those pics don't look like the black areas on your fish.

There are very few diseases that directly cause black coloration, so I think you have nothing to fear.
