It is possible in an internal LAN (Home Network) and in a WAN (Internet) connection. The term is ip spoofing if you decide to research more on it, but basically the hacker will bring down your computer with a denial of service attack and spoof your IP to continue to talk as it was comming from your computer.

Another thing you want to research would be a "man in the middle" attack. The hacker does not perfom a denial of service attack, but instead intercepts all traffic from your IP and forward traffic to the destination site. This is more used when trying to pose as an authentic website without alerting that something is wrong happening.

If someone hack's your computer they don't need to spoof your IP nor do a man in the middle attack. They just remotely manage the computer or use your network as a gateway (jump point to the Internet) to mascarade their real location. Hackers that don't want to get caught will use this technique to make it harder to determine where they are located.

Now a days it is not worth it to try to hack into a computer through the Internet (unless there is something to gain in the computer or network to be hacked). It is easier to find a non-secure wireless router that you can use for hiding your footprints.

Your WAN (wide area network) IP (the IP that faces the internet) is assigned to you by your ISP, so it is unlikely that someone else could use your assigned IP from another computer.

Of course it is easy for an attacker to "hack" into your computer and use your computer for the attacker's own purposes which are often illegal. Without you knowing it.

Google:
"botnet"
"zombie computer"
