The signal has little to nothing to do with the phone, the signal is a function of how close you are to a cell tower.

For Verizon you MUST have a phone that supports CDMA/EVDO - which basically means you have to get it from them.

Assuming your signing up for a new service contract they have phones that you can get for free.

Many of the Motorola's and Nokia's are no charge, and even the lower end phones that are $29 to $49 are very reliable. You really have a large selection to choose from.
