Hi, I was wondering what these black spots are that are showing up on one of my blood parrots. Is it a disease? Also, if it is a disease, can it kill all my fish?

Parrots are susceptible to Black Spot Disease. One of the quickest cures is to check the ammonia and nitrite levels of your tank.

If this is fine you can try using Maracide and the infection will be gone within a week.

Lastly, sometimes parrots will get black streaks on their pelvic fins when they're getting ready to nest. If yours started on the fins then to the nose, face, etc. then it is probably Black Spot Disease. There is still debate if this is a fungal infection or a parasite. Either way, a good water cleaning cleans up most cases. Try the maracide if that doesn't work.

We really need some more details and the size and shape of the spots and where they are located on the fish. Many Blood Parrots develop some black streaks and spots as they age, but to be sure add a few details or better yet a link to a picture of your fish.

Oscars sulk when in a snit.
Parrots get black spot disease. It isn't really a disease at all but it is an indication that they are stressed. No..the other fish cannot catch it.
First..what are your water parameters like? Ammonia? Nitrite? Nitrate? pH? When water conditions are off, parrots will act like a barometer to let you know to set the tank right again.
Did you recently add fish? Or lose a fish? Or even move the decoration around?
When I added an extra flower pot to my cichlid tank for my new severum, Valentino, my parrot turned black on his back fin, head and finally belly for about a week. I panicked. Everyone said it was just parrot behaviour much like a sulking oscar. Said it would last a week to 10 days. And sure enough...one week to the day....GONE. Faded to grayish then back to his normal bright coral self.
Until...I added the loach. Back to black. Silly parrot :) Like a kid holding its breath :)
