I believe it was always that way. It starts off in black & white, but when Dorothy lands in Oz, it becomes colorized. I think that was part of the charm of the movie!
The changes back and forth between color and black & white also serve to tell the audience what parts are really happening - black & white - and what parts are Dorothy's dream - color.
I love the Wizard of Oz - and now my kids do, too! :)
The first colorized movies were made decades earlier than Wizard, but it still wasn't common in 1939 when Wizard was released.

I have heard that when the studio started making the movie there was no color and then color came out. The studio thought it would be a great idea to add color when she went to Oz and then have black and white when she came back home to made the trip to Oz more like a dream.

I thought the only time it has ever been in true color is when she went to oz. My guess it has always been in color. The beginning of the movie is like in Sepia.

It was actually the first movie ever to be in color. I bet that would have been awesome to be sitting in the theatre and also of a sudden when she opens the door, there's color!
I'm probably the biggest fan of the Wizard of Oz out there...

All the Kansas parts are in B/w and everything in Oz is in color...

It has always been in color, except for the beginning and end of course, but that is more of a sepia tone, than black and white.
