If HVAC tech is saying that their units will have oil all over the boxes when shipped then they should look at the business they're doing because I wouldn't buy from them.
Either they're doing something wrong or they're over oiling the units. Why should they have oil all over them, if it leaks, why?
I would first, call the company, get an assurance that it's ok. get the names, dates and places of the people you talk with. Call the insurance people and ask them. The warranty people. I don't think I'd accept this unit.

Your A/C unit has a gas leak. When it leaked, probably due to transportation vibration, the gas (freon) bled out causing the oil in the system to soil the coil and box.
The A/C should be returned asap.
Do not try to turn on as it could do even more damage to the machine and waste your electricity :)

NO NO NO, if you look at the labels, and they may be missing, oil is normal on the bottom of the pan and if tilted up it will get into the box. This is normal, we are a selling dealer and all of our brands state the same, including Haier, Frigidaire, GE, etc.

Only return if it doesnt work but most likely you will be just fine.

I would return it because this shouldn't happen. Your compressor has freon (refrigerant) and oil inside of it, so it might have come out.
