Depends on your definition of moderate? Cafe Bellagio has the same great steaks & lamb chops as their expensive restaurants for half the price!!!

When we go to Vegas, we always stop in at the Golden Gate Cafe in the Old Strip...its right across from The Plaza Hotel & Casino. They always have Ham & Egg specials for like 2.99 and 14 oz Porterhouse Steak for like 6.99. Delicious! I think you can also get the 99 cent shrimp cocktail in that area as well.

Across from Bally's there is a bar (forget what its called) but you can get any beer & a 1/4 all beef hot dog for $1.50. Can't beat that!

Also Harrah's buffet is AWESOME. Its a little pricey at about $15 - 20 per person but if you sign up for their rewards card...they'll give you a gift coupon booklet with a 2 for 1 ticket for their buffet. Can't beat it.

The Rio buffet is also great with a massive selection but might be a bit too expensive...last I heard it was $20 a head.

Just walking around the strip you'll get hit up by dudes giving out coupon booklets...good chance you'll get 2 for 1 deals on buffets all around the strip.

Rio have the best buffet (not the seafood one, but I heard that was good too but pricer). Nine Fine Irishman at NYNY, they have great good and beer. Cafe Belligio have great food and it's right next to their beautiful courtyard, but the plate's a little small. Most of the restaurants on the strip offer good food, you can pick any base of your budget. And this is the city of buffet, the older the hotel, the cheaper the buffet but they still offer good selection. And if you want to try some of the pricer one, you can go during lunch time instead so you can still try it out without breaking your wallet. Have fun ^_^

Many of the casinos have card clubs that can be used in slot machines to rewards points. Often times when you go to the desk to sign up for one (they're free) they will come with a coupon book which really helps to keep cost low (barbary coast does this for sure).

When I lived there I found the best places to eat on a budget is in the older hotels (barbary coast, imperial palace, etc) because they are lacking the other attractions to bring in guests and cheap food is a great was to bring in gamblers.

Bellagio buffet is my ultimate fav. It is like $35 per person. Then I like the Stratosphere buffet only on Fridays and Sundays cause that is their Seafood night and it is like $18 per person. The RIO "All Around the World" buffet is good. I think their seafood buffet has gone down hill in the last few years. All the other's are ok. Excalibur's used to be good but the prices have gone up too much.

My husband and I just went to Vegas in February. We ate at the Grand Lux Cafe in the Venetian Hotel and Casino. It isn't too expensive and the food is great!. They have a buffet for breakfast as well as choices on a menu if you don't like buffet's. They have great food as well as dessert. I hope you try it out its yummy!
