Would the restaurant still have to serve them?

i don't no, i always wondered that too. I'm glad I'm not the only 1. maybe they just don't want to pay for more words on the sign.

No. A business can refuse service for any reason whatever, so long as that reason isn't covered by legislation--these days, mostly gender (when irrelevant) or race. So if you came in swearing and yelling insults, playing loud music you wouldn't turn down, wearing a T-shirt with an obscene pic or saying, or anything else offensive tho not posted, they could throw you out for it.
You may be amused and/or appalled to know that some guys have in fact been served in various places while wearing long tank tops and no bottoms. (They report these adventures on message boards for other crypto-exhibitionists.) In some cases, they're sure or pretty sure the counter people knew and either didn't care or were turned on by the idea.

No pants? Simple - The police show up and remove you from the restaurant so you won't be there to be served.

All places reserve the right to refuse service to anyone for any reason.
However I'm pretty sure there would be somebody willing to give service maybe food too.

One thing for sure we know that person won't be paying? No Shirt,No Shoes,No Pants and don't pay priceless:) Had a great laugh runing out lol.

I work in retail and I HAD THIS HAPPEN!!!

This girl came in with flip flops, a hoodie, and bikini bottoms on. I served her, but we completely grossed out and perplexed. What made it even more odd was that my store is not near any type kind body of water. Not even a pool

they should get served. the sign doesn't say anything about pants. but they probaly won't get service. they will get shown the back of the police car.

I saw that one one of those joke shows... I think it was tom green.

He went into a gas station mini mart wearing a shirt and shoes... only.

The cashier threw him out of the store.

No service. Probably would call the authorities. They don't state "no pants" because that is a given.
