To become an actor, one must take acting lessons.
Join the theatre department at your school. If there isn't one, call the YWCA and ask if they teach acting lessons and the cost of the classes. If the classes are too expensive, ask if you can volunteer in exchange for acting classes.
You don't have to pay money to become an actor. Yes, you must pay for acting lessons, unless you can find a place that has free acting classes.
Does your school have an acting program? If not, talk to your teacher/principal and recommend they do some plays. Audition and perform in the plays.
Do your homework: Make a list of theatres in your city. When you complete your list of theatres, call each theatre and ask if they use volunteers.
If they are a theatres in your city, ask if they use volunteers and how do you become a volunteer.
When you perform, mail the Talent Agents your photograph and résumé. Tell them you will leave 2 comps (free tickets) at the theatre in their name.
Get the names of the agents that you contact, follow-up, one or 2 days before your production, to make sure they will attend the show.
If there is a Community Theatre in your city, ask if you can volunteer.
Talent Agents go to the theatre to discover new clients. Contact all of the non-professional theatres in your city and ask about their audition procedure.
If you are NOT performing, how can an agent find you?
You did not tell us in which USA city you live. (Others may have advice for you. Always include CITY.)
Have you been to plays in your city? If so, call the theater and ask if they have an inexpensive acting program. If not, call the YWCA and ask if they have an inexpensive acting program.

You don't need to pay anyone $1000 to be an actress. As for being discovered it never really happens. You need to inform yourself. Read plays and books on acting, watch good movies, see plays, observe anything you can. Get involved with community theatre or your school's theater. start small and work your way up. No one is going to drop everything and sign you based on nothing. Start thinking realistically and don't live in your dreams. Be proactive and take actual steps into doing what you want.

Its a long hard slog but no quick way unless you are one of the VERY lucky ones. first you have to audition for every play, panto, production in your area, maybe join an armature theatrical group as well. get yourself noticed at school or in your local area, keep writing to stage directors selling yourself as the Best the one they definitely need, as I said its a long hard slog but grim determination should get you there. don;t neglect any academic work though actors need education.

Check to see if your school has a drama club. Logical starting point. Also, ask a librarian...They have always been very helpful, and little appreciated. No, I am not a librarian!
