in relation to whether pupils aged between 11 and 16 in either puplic or private school are encouraged to be autonomous during that period of comploysory education. Whter schools in general promote personal autonomy

i think it means independence, and if you mean do students have autonomy, i would say yes; teachers don't dictate every single thing you do, and you have some freedom to be creative or follow your own path, within the system. i think teachers actually have far less autonomy than students do.

Autonomy means "Self governed".

And you'd have to be more specific with your question.
The education system (in the US at least) is controlled by the Department of Education.

Private schools have autonomy over themselves, but public schools answer to the city, state, and federal laws and controls.

autonomy means self governed.
it can exist in today's school system. i think it means the student is an independent learner.
