The original definition of a "blue moon" was the third full moon in a season that has four full moons, rather than the usual three; but in 1946, as a result of an error in Sky and Telescope magazine, it came to mean the second full moon in a calendar month that has two full moons. Blue Moons have no special significance in astronomy.
"Blue Moon" is also a song by Richard Rogers and Lorenz Hart, written in 1934, that has become a standard ballad. The narrator of the song is relating a stroke of luck so unlikely that it must have taken place under a blue moon. It has been performed by Frank Sinatra, Ella Fitzgerald, Billy Holiday, Elvis Presley, Bob Dylan, the Marcels (who had a doo-wop version) and many others. Here are the lyrics:

No, the moon isn't probable blue. A blue moon is while there are 2 finished moons interior an identical calendar month. this does not take place very in many circumstances, so while relating a minimum of a few thing that doesn't take place very in many circumstances, somebody will say that it happens "as quickly as in a blue moon".

sorry to give you such a humdrum unscientific answer but a blue moon is actually a second full moon within the same month. and incidentally, in north america, may 31 is a blue moon.
