Part 1 - "Preamble" or Introduction -- boils down to "it is right and necessary for us to separate from Britain in order to preserve our God-given rights, and we are now going to tell the whole world the things that have happened that justify it"
Part 2 (=MOST of it) - List of grievances, divided into three sets (a total of 26 of them in the final version, by my count) = list of the various actions by Parliament and (especially) the King against American rights, justifying this action
Part 3 - (in consequence of all these grievances ['we therefore...."]) the actual, formal declaration of independence --"That these United Colonies are, and of Right ought to be Free and Independent States. . . "
ending with the solemn pledge of the signers

An excellent study of the contents and structure is found in Paula Maier's book *American Scripture: Making the Declaration of Independence* (note esp. her study of the list of grievances on pp. 105-23)
