It is a good source of revenue for the Islands that will also encourage tourism. So I would say yes.

Some small island countries offer medical, dental, veterinary degrees, and the majority of students are from other countries. These schools meet the demand that is not being satisfied by larger countries, and they may be able to offer lower tuition rates.
From an economics perspective this business generates the inflo of foreign currency, which is positive for the balance of trade. This type of business does not rely on natural resources, large capital outlay, or a large labor market.
The specialized labor can be imported, ie professors, and over time local residents can take some of those jobs.
Also locals can obtain professional degrees that otherwise would be out of reach for them.
I think Grenada and some other Caribbean nations offer edu tourism.

Every place should encourage all types of tourism. The more people in one part of the world know about other parts of the world, the better the whole world will be.
