Because you need to be immersed in it as much as possible. The more you're exposed to conversations in English, the more you'll be able to learn.
Additionally, all of the students in the class may not have the same first language, so teaching the class in anything other than English would make it entirely impossible for everyone.

the teacher only let them to speak english in school because it can let them learn more engish faster.

if there learning english i doubt they talk in in there free time. they talk there language.
