It's not C because the Supreme Court often engages in judicial review and it did at that point as well by deciding that FDR was over doing it. It's not D because the constitutional amendment process is suppose to be really difficult. It's not A either because Federalism has to do with the seperation of power between the national and state governments. So, it's B. I could really explain why because it would make more sense to me to say it's an example of checks and balances, but it sort of makes sense in that FDR was in keeping with his seperation of powers so the Supreme Court had to step in.

He is getting there, I think he wants to best Roosevelt. Let's see Roosevelt's acomplishments. 1. Declared Bankruptcy 2. Mortgage all the land in the U.S. to European Bankers & to the Queen of England. that's why we pay taxes. The Papers are located at 55 Water Street ( Federal Reserve Bank in NY). 3. Declared state of emergency, still enacted today. 4. Started the Social Security act, no money in it. by private enterprise. Not United State Government. 5. Gave powers to The Federal Reserve, private corp. and to run the economy. How am I doing so far? Obama is getting closer and closer to Socialism, taking money from the rich and giving it to the poor, really! uhmm. I can go on and on. ....... check out these books and educate yourself.
