Rush Limbaugh.
But it was also written by James Dao, writer for the New York Times, in an article about Hurricane Katrina, on August 31, 2005.
There are many sites on the net that attribute "The inherent vice of capitalism is the unequal sharing of blessings; the inherent vice of socialism is the equal sharing of miseries." to Sir Winston Churchill...but none of them cite a primary source.
The site below has many quotes from Churchill, and cites a primary source for many, but not for the misery quote.
http://www.notable-quotes.com/c/churchill_sir_winston.html
Wikiquote does not include a primary source either.
Besides...Churchill would not be commenting on Democrats, a US political party. The quote attributed to him uses the term "socialists", or other times "communists."

If Rush said it, he lifted it from Winston Churchill:
"The inherent vice of capitalism is the unequal sharing of blessings. The inherent virtue of socialism is the equal sharing of misery." -- Churchill

Who gives a crap?
Original insight, to Republicans, is quoting some guy who came up with a pithy soundbite Limbaughism that fits with their preconceived notions.
It's okay sweetie, you keep on playing your little cutesy smug "let's talk meaningless trash about other people" high school games. We progressives will just ignore it and keep making progress on our initiatives.

Bill Allin said something quite similar. Not sure if it is the exact same quote though.
