Post office stufff?
one gram over 3 oz and goes to 4oz.
I ship stuff weekly and sometimes I miscalculate the envelope's weight, the people at the post office re-weight and charge me the extra.

otherwise in any other thing ( but never the government's money) 3.1 goes to 3 and after 3.51 goes to 4

It's under the 4 ounce rate.

It's over 3 ounces, and that's all that matters.

it falls under the 4 ounce rate because once u go over 3 onces(even if its only by .1oz) then it couts as 4.

Anything over a rate, even .1, goes up to the next highest rate.

Generally the rule is that if it's OVER a weight limit, it goes to the next highest rate.

according to my wife (shipping tech) this would fall into the next highest rate. Therefore it would be the 4 oz. scale rate.

I always round up....and so does ebay when I use their postage system.
