It was NOT Kennedy. The Apollo 11 set up a plaque on the moon which reads: "Here men from the planet earth first set foot upon the moon July 1969 A.D. We came in peace for all mankind. RICHARD NIXON"
So your answer is Pres. Richard Nixon. In 1971 with I believe no world leader's name on it, the Apollo 15 set up a plague made as a statue that was done by a famous artist and meant to represent all of mankind. It did however list the 14 fallen American and Soviet Astronauts who had passed. It was later identified as the plague of the Fallen Astronauts by the public but that was not the original intent. It was merely a plaque representing mankind and no president's name nor any other world leader's name appeared on it, only the commerated fallen astronauts.
