Deaf, because if they get stuck on a new word it does no good telling them, "Okay, now just try to sound it out".

Blind
because reading n writing triggers eyes functioning primitively.
Deaf may have trouble learning at the beginning but blind will always need the support of brail.

I am assuming the person is just deaf (not born deaf)
Coz born deaf become dumb most of cases. Thus cannot read at all.

I think it is the same bc a blind can hear and you can move their hand but to teach a deaf person to read would be hard b/c they cant hear what u r saying so thats a tough question

Blind I would think, the deaf can see symbols.

If you ask me it the people with all their senses. Most people who are illiterate are neither blind nor deaf.
