Whether the weather is cold

whether we like it or not.

Here's the rest of the one that you are looking for:

What a to-do to die today at a minute or two to two,
A thing distinctly hard to say but harder still to do.
For they'll beat a tattoo at a quarter to two:
A rat-ta tat-tat ta tat-tat ta to-to.
And the dragon will come when he hears the drum
At a minute or two to two today, at a minute or two to two.
(Lewis Carroll)

And here's two that I like:

There was a fisherman named Fisher
who fished for some fish in a fissure.
Till a fish with a grin,
pulled the fisherman in.
Now they're fishing the fissure for Fisher.

To sit in solemn silence in a dull dark dock
In a pestilential prison with a life long lock
Awaiting the sensation of a short sharp shock
From a cheap and chippy chopper on a big black block.

Lol, I guess that they're kind of depressing.
Oh well. =P

local radio station.
Try it: Say "TOY BOAT" 5 times fast.
(You must say it fast or it wont count)
lol
Sorry, I dont know the rest of the one you posted.
