I would probably try to cool the friendship off. I feel that this scenario is impossible for rational folk, leaving the conclusion that this person has issues - at least immaturity.

No not really. I love you is an expression. I say I love you to my friends that I chat with all the time. I love being with them. I love chatting with them. I love spending a few minutes getting to know them so I always say I love you.
