If you "shut down" it's not possible.

If you "hibernate", then your hard drive remains active (not necessarily spinning) until you either log back on or move your mouse, etc, etc, however you have it set up.

However, it is not recommended to do this unless you have some specific reason. The only thing that keeping your hard drive running will accomplish is wear it out faster.

If you are having a delay when you start up, then maybe you have too many programs in your "startup" file. I routinely go in and only enable the necessary files for startup on my computers. There are a lot of things in there like Adobe, Quick Time, etc, etc that have to go through the startup process before your PC is fully functional. Eliminating the ones you don't need immediately will make your computer start much faster (and run faster in some cases).

Just go to "RUN" and type in "msconfig" and go to the startup tab.

BUT!!!!! .... be very cautious of what you "stop" as it could be a necessary program for windows to run properly. If you can't tell what a program is (and can't find out by a simple google search) it's better to leave it active than take the chance of messing something up.
