* big enough living space (tank that can house them at their adult size and activity level)
* good environment (good water quality, adequate dissolved oxygen, correct temperature, pH range, hardness, salinity, etc.)
* suitable tankmates (no bullies or fish that will eat them)
* proper food for the species
* good maintenance (you have to do regular cleaning and water changes to prevent wastes from building up in an enclosed environment)
* an owner that cares enough about them to do the research on what they need before bringing them home (I'll put some websites for this below)

Depends on the species in question. As a general rule, all fish require the following:
1) An environment large enough to house them as adults
2) A good ecological system (this means a well cycled tank, no ammonia, no nitrites, little nitrates - which should be removed by weekly water changes and/or live plants)
3) Most require a heater to keep the tank a constant temperature
4) Food, gotta feed your new finned friends.

Fish are living creatures and need what most living creatures need, food and water (in this case, to live in), they also need:
The perfect tank temperature, not too cold and not too warm.
A good sized tank, don't suffocate it!
A clean tank, tidy it very often.
Make sure the fish isn't sick, if it does get sick, take it to a vet and get some medicine, then attempt to resolve the problem.
And the most important of all, what every pet needs, love and attention!

They need # 1.food 2.water 3.pH value 4.oxygen and that was from my own experience :)

Freshwater or saltwater? For freshwater fish you need 1 gallon of water per inch of full grown fish! For saltwater you need at least 5 gallons of water per inch of full grown fish. You need good filtration, heat(depending on fish) lighting, plants, food(several varieties), water conditioner, other supplies and knowledge on fish care! TIME!
