Ok, so here's the deal. I bought GW: Prophecies and set up my account. I later decided I wanted to get Nightfall. I didn't want to pay full price so I went on ebay and found a great deal on a "used" Nightfall game. Now, the CD Key has been used and the seller gave me his account information so I can use that. Is there a way to link my GW Accounts so I use my Prophecies characters in Nightfall and vice-versa?

Nope, sorry but you probably got scammed. You cannot buy used GW accounts. Keys are not re-usable. There is a scam on ebay where some scammers will sell you used accounts or account keys they purchased online from A-Net with bad credit cards.
In the case of used accounts, they could give you the account user id and password then in a month contact A-Net and say they lost their password. Since the orignal owner has the CD-Key, A-net will reset the password and they'll take control back of the account.
The sellers of cd-keys on ebay will give you the key and you'll set up a new account then they'll turn around and refuse payment to A-Net for the keys and A-Net will cancel your account.
If you happened on an honest seller, you can use the e-bay account as a separate account however you can never link it to your Prophecies account. You also cannot contact Arena Net for support on this issue. They will just tell you the same thing. Selling used accounts is against their EULA and they can't do anything to help.
Personally, I'd recommend trying to get your money back from the guy you bought the account from if you can. If he's honest then that shouldn't be a problem. If not then, consider this a rather inexperience lessons on scammers and go buy a real account at the store.
