The same reasons people live anywhere else.... it's their home. Maybe their ancestors lived there, maybe that's where they can make a good living, maybe they like the weather.
Yes, there is an active volcano there that could destroy their lives at any time, but you can say the same about Oregon, Washington, Wyoming, Japan, Alaska, and hundreds of other places near active volcanoes. Then there are tornadoes, hurricanes, earthquakes, floods, tsunamis, deadly winter blizzards or summer heat, and countless dangers elsewhere.
Let's face it, if you just go for pure safety, you don't have much choice of where to live, or for that matter what you do. To some of us the illusion of being safe just isn't worth giving up on the good things in life.
You do know you are at a much, much greater risk from electricity like is running through your computer right now than anyone is from any volcano, right?

Why do people live anywhere? With the population density of the earth, where are people going to live? If they all lived in relatively safe places, we would be so jammed that we would each be alloted one cubic meter of living space or something.
Notice that a large share of the world's people live on flood plains or near the ring of fire (the volcanic activity belt that circles the globe). California is an active seismic area, and the state with the largest population.
Now that we have damaged the earth and its atmosphere, the most dangerous places to live are the biggest cities.
The story of Babel in the Bible is a kind of moral tale about the evils of large concentrations of people. We aren't meant to live in crowded conditions.

This is a volcano so the soil around it will be good for crops. It also provides a good view. Geologists may live near it because they like studying these things and predicting what it will do next, the rocks around them are usually interesting too because they have been spat out of the earth.
And another bonus is it keeps you warm! - Just joking.

I believe that after major re-positioning(within your culture) that the exitement of life is accepting that all you know-and love, can be taken from you in a blink of an eye. The exitement of knowing that your fate is beyond your grasp has built a culture of life"on the edge"! The commonality of pressance and connection exceeds danger-and is born from danger! This insane path is a fool's request . A reqest of love that bears no life in reality. Divulge yourself of those expectations! Hard they may be-the result is self preservation And Procreation!

Cutting right to the chase, they believe that the volcano will not erupt and take their life. Simple, because if they believed otherwise the would not live there.
