512 MB RAM is unsuitable for any computer running Vista.

If you buy a new computer it will have Vista installed. You should upgrade to "Vista Home Premium".

With Vista you will need:
1-2 GB RAM
Dual core processor

If you mean 512MB of RAM I'd start in a used computer store because any new computer is gonna have more than that for starters.

I have an old Win 98 computer that has 512 for cheap.

you can buy it at compusa or bestbuy. you can go to their webpages and check them . it depens what operative system wanna use, procesor and some other aspects to buy it. you can find them for about $350 or %450 even with 1 gb.
