Any two numbers that add up to 7 can be put in those blanks. For example, 2 and 5 add up to 7.

(2 x 4) + (5x4) = 8 + 20 = 28

3+4 =7
(3 x 4) + (4x4) = 12 + 16 = 28

You could also do the reverse.
4x7 = 28
(_x7)+(_x7) = 28

The numbers in the blanks would have to add up to 4.

7X4 can be broken up in several different ways. But given that you're after something like _x4 + _x4, you have several possible answers.

7 is equal to 6+1 or 5+2 or 4+3.

So, 6 x 4 + 1 x 4 = 28
So is 5 x 4 + 2 x 4 or
4 x 4 + 3 x 4

I've never seen anything like this and am not sure I understand exactly what you are trying to do but if you are trying to fill in the blanks so that the equation equals 28 I think I get it. You are keeping the 4 the same so you know you must change your other multiplier. Since you are adding two terms together you should divide 28 by 2. This gives you 14. Then to figure out what fits in the blank, you must divide by 4. You should get 3.5. This is assuming that the blanks contain the same value. Like I said I'm not sure but I hope I helped at least a little bit.

Someone could put 3 and 4 in for the two blanks there. Indeed, any two numbers that add up to 7 would work.

What this is trying to point out is the distributive property of multiplication over addition. In other words...
(a+b)c = ac + ab

In this case, you need to recognize that 7 could be written as that sum of two numbers. Maybe 3 and 4, maybe 19 and -12. In any case, 7 corresponds to the (a+b) part and 4 corresponds to c.
