Mac OS X 10.4 that supports x86 (Intel) CPUs could run on any x86 computer. Apple decided to build in DRM (Digital Rights Management) software into OS X that runs on Intel processors to make sure that you have to run their software on one of their computers.
The reasoning for this decision is slightly mysterious but it fits into the Apple business model. If Apple only has to develop for and support the hardware they build they can avoid a number of headaches that Windows users experience. It reduces the development costs of OS X and since Apple does not have to worry about 3rd party companies they can be more nimble in terms of making the changes they want, when they want to. If Mac OS X could run on any PowerPC then Apple would have had a much harder time making the switch to Intel so quickly.
As frustrating as this is to people who want to run the amazing Mac OS X on their existing Windows PC, it is Apples right to place these protections into their software.

Actually Microsoft only owns about 0.04% of stocks, yes 4% is a hefty chunk of stock for someone to own at one company however they wont be making any great changed with their 150,000 share votes.
And basically what everyone else has said is right, Mac OS X is made to run on different hardware than a PC OS is. While you can run a Windows OS on a MAC it is not easily done vise-versa.

You can run OS X on a PC. Microsoft owns a sizable chunk of Apple and supports them with several software programs. If Apple tried to release OS X to compete with Microsoft, Microsoft would use their vast resources to destroy them.
