The numbers ranging from 13-24 are used in time when AM and PM notations for time are ignored. This is usually called "military time" since the military likes to notate time on a 24 hour scale without using "AM or PM" since sometimes AM or PM may cause confusion or may sound unclear. It follows the following pattern:

1 AM = 1:00
2 AM = 2:00
3 AM = 3:00
4 AM = 4:00
5 AM = 5:00
6 AM = 6:00
7 AM = 7:00
8 AM = 8:00
9 AM = 9:00
10 AM = 10:00
11 AM = 11:00
12 PM = 12:00

Here is where the numbers begin to differ. The AM/PM notation restarts the time from 1 while switching from AM to PM, however since the 24-HR notation does not consider AM/PM, it keeps counting.

1PM = 13:00
2PM = 14:00
3PM = 15:00
4PM = 16:00
5PM = 17:00
6PM = 18:00
7PM = 19:00
8PM = 20:00
9PM = 21:00
10PM = 22:00
11PM = 23:00
12AM = 24:00

The simplest way to convert 24 HR time to AM/PM time is to:
If the time is > 12:00, then subtract 12 from it and note that the time is PM.
Ex: 15:00 -> 15-12 = 3 -> 3 PM

You are asking about military time, correct? If so, than yes. 1:00 pm would be 1300 hours (said Thirteen-Hundred). 2:00 would be 1400, and so on until 2300 (11:00 pm), and midnight would be 0000. Basically, instead of resetting the hours to 1 after 12:59, you keep counting up to 23 because there are 24 hours in a day, 2359 marks the end of the 24 hour period. Midnight is 0000 because it starts a new 24 hour period. Hope I didn't confuse you even more.

There are 24 hours in each day, so military and some other organizations use the 24 hour clock to avoid confusion.

1:00 pm is 1300 hours
3:30 pm is 1530 hours
8:00 am is 0800 hours
11:30 am is 1130 hours
10:15 pm is 2215 hours

You'll notice that after noon 12 hours are added to the time you are familiar with.

To convert from 24-hour time to AM/PM time, if the number is greater than 1200, subtract 1200. Then insert a colon between the hours and minutes. So for instance, 200 hours is 2:00 AM, and 1430 hours is 1430 - 1200 = 2:30 PM.

To convert from AM/PM time to 24-hour time, take away the colon, and add 1200 if the time was PM. So for instance, 6:00 AM is 600 hours, and 10:00 PM is 1000 + 1200 = 2200 hours.

This is military time. You've probably heard of 17 hundred hours or something like that on war movies. That's this.

Yes, 1300 is 1pm.

1700 is 5 pm, 1530 is 3:30 pm, etc...

Hope that helps.

People in the military like to think that they're important, so they use 24 hours time or military time.

Remember Tom Cruise in A Few Good Men?
"Will that be 0600 AM?"
