The numbers ranging from 13-24 are used in time when AM and PM notations for time are ignored. You are asking about military time, correct? If so, than yes. 1:00 pm would be 1300 hours (said Thirteen-Hundred). 2:00 would be 1400, and so on until 2300 (11:00 pm), and midnight would be 0000. Basically, instead of resetting the hours to 1 after 12:59, you keep counting up to 23 because there are 24 hours in a day, 2359 marks the end of the 24 hour period. Midnight is 0000 because it starts a new 24 hour period. Hope I didn't confuse you even more.

There are 24 hours in each day, so military and some other organizations use the 24 hour clock to avoid confusion.
1:00 pm is 1300 hours
3:30 pm is 1530 hours
8:00 am is 0800 hours
11:30 am is 1130 hours
10:15 pm is 2215 hours
You'll notice that after noon 12 hours are added to the time you are familiar with.

To convert from 24-hour time to AM/PM time, if the number is greater than 1200, subtract 1200. Then insert a colon between the hours and minutes. So for instance, 200 hours is 2:00 AM, and 1430 hours is 1430 - 1200 = 2:30 PM.
To convert from AM/PM time to 24-hour time, take away the colon, and add 1200 if the time was PM. So for instance, 6:00 AM is 600 hours, and 10:00 PM is 1000 + 1200 = 2200 hours.

This is military time. You've probably heard of 17 hundred hours or something like that on war movies. That's this.
Yes, 1300 is 1pm.
1700 is 5 pm, 1530 is 3:30 pm, etc...

1:00=1300
2:00=1400
3:00=1500
4:00=1600
5:00=1700
6:00=1800
7:00=1900
8:00=2000
9:00=2100
10:00=2200
11:00=2300
12:00am=2400
