Vertical lines/rays/segments are parallel to the y-axis, so up and down.
Horizontal lines/rays/segments are parallel to the x-axis, so left to right.
Forward and back are on the z-axis (depth), so from a mathematical point of view, if your axes are (x,y,z), lines parallel to the z-axis are not horizontal lines. If you are referring to horizontal in terms of "parallel to the plane in which all y-coordinates are 0," then all lines, rays, segments and planes that have only one y-coordinate are considered horizontal.

A teacher told me (years ago of course) the best way to remember the difference was to think of looking of into the distant horizon (horizontal). I have never forgotten that!
