Well I would say March 1. Since if you count the number of days in a year on leap years Feb 29 would be the 60th day but during a normal year March 1 is the 60th day.

Most people celebrate either Fed 28th or Mar 1st on the years there isn't a Feb 29th; it's entirely up to them/the family as to which.

When you are young either one. When you get older, only celebrate it on February 29th. It slows the aging process. :)

if that isn't a typo, i would say feb 29th, duh. if you meant feb 28th, i would say celebrate it on march 1st, because if you celebrated it on the 28th, you would be going backwards. who cares anyway? it's just a birthday.
